Planning Services
HJCE provides a comprehensive range of civil engineering and environmental services to support planning applications from initial site appraisal through to detailed design and construction.
Our experienced engineering team works closely with developers, architects, planning consultants and other project stakeholders to identify constraints early, develop practical solutions and provide the technical information required to support successful planning submissions.
Collaboration
By bringing together site appraisal, highways, geo-environmental, flood risk and drainage expertise, HJCE can provide clients with coordinated engineering advice throughout the planning process.
Our approach is to identify constraints early, develop practical solutions and work collaboratively with the wider design team to help deliver commercially viable developments that satisfy planning and technical requirements.
Traffic and Transportation
We provide traffic and transportation engineering advice to support a wide range of residential, commercial, industrial and mixed-use developments.
- Transport assessments and transport statements
- Traffic generation and trip rate assessments
- Access and junction assessments
- Swept path analysis and vehicle tracking
- Highway layout and access design
- Parking and servicing assessments
- Road geometry and adoptable highway design
- Section 278 and Section 38 highway design
- Construction access and servicing assessments
- Liaison with Local Highway Authorities and other stakeholders
We consider highway and transportation requirements from the earliest stages of a project, helping to identify potential constraints and develop efficient access, parking and servicing arrangements that meet planning and highway requirements.
Geo-Environmental Assessments
Understanding ground conditions and potential environmental constraints is an important part of assessing the viability of a development site.
- Preliminary site and ground condition assessments
- Review of existing ground investigation information
- Contamination and remediation strategy advice
- Geotechnical assessments
- Ground stability and earthworks considerations
- Foundation and earthworks recommendations
- Assessment of made ground and historical site uses
- Coordination of ground investigation requirements
- Support for planning conditions relating to ground and contamination matters
Site Appraisal
- Existing topography and site levels
- Existing drainage infrastructure and watercourses
- Flood risk
- Surface water management requirements
- Ground conditions and geotechnical constraints
- Highway access and connectivity
- Utilities and existing infrastructure
- Earthworks and cut-and-fill requirements
- SUDS opportunities and constraints
- Development platform and site levels
- Planning and engineering constraints
Flood Risk and Drainage Strategies
- Flood Risk Assessments (FRA)
- Flood Zone and sequential assessment advice
- Surface water drainage strategies
- Foul drainage strategies
- Sustainable Drainage Systems (SuDS) design
- Surface water attenuation design
- Greenfield and brownfield runoff assessments
- Support with planning conditions and drainage approvals
- Hydraulic modelling
- Flood exceedance assessments
- Climate change assessments
- Infiltration and soakaway assessment
- Drainage calculations and hydraulic analysis
- Watercourse and outfall assessments
- Drainage strategy drawings
- Liaison with LLFAs, Environment Agency and statutory authorities
We use industry-standard hydraulic modelling and drainage design software to develop robust drainage strategies, considering the site’s existing drainage characteristics, proposed development, climate change and exceedance flows. Our objective is to provide a drainage strategy that is technically robust, achievable and capable of progressing through the planning process and into detailed design.
